'I was just as active as I am now. Everything I do is what I did then,' he says. 'We were always working, always doing something.'
They were'something' - his classmates and friends, at least. When they played football, they didn't just kick the ball around, they had a mean running game. If anyone ever got too close, their friends would take the ball from them. They were bullies, Carter says.
Yet he looks back on it with fondness. As the fourth of five children, he was always busy.
'You're doing things with your brothers and sisters. But you're also an individual, and you have to do your own thing,' he says.
Carter's been in the military, in various jobs, but always active. He was a combat engineer. After that, he joined the Marines. Now he works as a weapons technician at a military base, as well as for the government.
He's like a lot of people in his circumstances. Not like most of the people he knew growing up in Beaufort.
'It's a small town - it's not the big city,' he says. 'We had a lot of guys in the neighborhood who were going to college. And that's what I wanted to do. I always wanted to do something more than go to school. I wanted to have a career. I wanted to have a life.'
In those days, the town had a proportionately large population of people with special needs. Carter's grandfather - his mother's father - was one of them. He had Down's syndrome.
'He was a sweetheart, but he never really talked,' Carter says. 'When my mom told me he had the Down's syndrome, it was a shock. I didn't even know what it was.'
He and his friends, though, had known about it for years. If they had to be somewhere, the school's'special corner' was a fairly easy place to get lost.
'We would kind of pick on people who had to go to the special corner,' Carter says. 'You might go over there, and you're just standing there, waiting to go to class. And we'd say, "Come on, man. We're not gonna wait for you!"'
